Guaning the Cheng – Taking Care of the City
In April 2009, it became known to the public via internet that a "Handbook for Chengguan 城管执法操作实务" had been published in 2006. Chengguan 城管, also named parapolice, is the short version for the City Urban Administrative and Law Enforcement Bureau 城市管理行政执法局. They are especially taking care of street vendors – for example when there is another "cleaning the city" campaign. Good governmental reasons were the 2008 Olympic Games, the 60th anniversary of the party in 2009, the EXPO in 2010, but Chengguan are more widely known for their arbitrary and harsh actions – which explains the uproar among Chinese people when they found out the Chengguan's violent instructions through the above mentioned handbook.

Here are two voices.

This one is by Charlotte Hirsch who is, in first person, telling the story of a German woman. She lived in Qingdao during August 2011, when the Qingdao government ran a campaign to clean up the city. She witnessed a Chengguan's actions.

The other voice is of a Chinese man living in Beijing. He tells us his opinion about the Chengguan and talks about one local incident published on TV.

"The social contradictions about Chengguan are really big. If there weren't any Chengguan, there would be no order. If the Chengguan exist, the poorest of society don't have a chance to earn their living. I think this is a governmental problem. But actually I think that the system of Chengguan itself is a problem, because the governmental system became too fat [corrupt]. The Chengguan shouldn't be in charge of this, but the police and their patrollers – they should take care of these matters. Cleaning up pirating and traffic, they guarantee that it all runs smoothly, but they also put themselves above everything.

Beijing TV Station one day streamed the news about a woman in her early 30th who went to the Chengguan bureau in Wangjing before they opened at 8am. She had poured petroleum all over her body and held the lighter prepared to set herself on fire. The Chengguan should actually patronage us and deliver to the police station according to law. But this vendor was walking up towards the Chengguan – why did she want to set herself on fire? Maybe she had already been deprived of her dignity, so she didn't have any left, which is why she wanted to put herself on fire.

I think the government should give better guidance concerning the affairs between the Chengguan and the vendors. This is something the government should be doing – the people are powerless. There is nothing we can do, really, we are powerless, the difference between what is said and what is done, between the thought and putting it into action, is too big. In the end, there is nothing you can do. That's the way it is."


There is no parapolice here at the moment.
